Why doesnt my xbox 360 controller move up or down on the y axis?

I recently purchased a xbox 360 , and when i am playing a FPS( First Person Shooter ) game it will not move up or down on the y axis if i turn tot he right it will slowly work its way down and i eventually end up lookign at the ground , Any tips on how to fix this?
